The Ocean Grove development proposes to lease the building at 170 Goldfinch Avenue as a sales centre for $8/square foot, which would be a value of $20,880 annually, as well as repairs and upgrades to the building.
Notice of Nob Hill Road Closure
Nob Hill Road is proposed to be purchased by the developer Big Nob Development Corp for the appraised value of $470,000 so that it can be consolidated into the adjacent lands to form part of their development. A condominium complex is proposed for the site, along with dedication of parkland along Millstream Creek.
Public Notice Jan 2018: Closure of a portion of Ocean Boulevard
The property on Ocean Boulevard that is currently used as a Park & Ride site is designated as road right of way. Council directed staff to bring forward a closure document that will make it a land asset, giving the City further options for the land. This does not change the current use of the land.
Notice is hereby given of the City of Colwood’s intention to close to traffic and remove the dedication of highway, through the adoption of “Road Closure and Dedication Removal Bylaw for Ocean Boulevard (Juan de Fuca Park and Ride), Bylaw No. 1717, 2018”, that portion of Ocean Boulevard shown in heavy outline in the Reference Plan below. The purpose of this road closure is to remove the public highway dedication.
The approximate 0.736 hectare portion of Ocean Boulevard intended to be removed as highway dedication will be considered by the Council of the City of Colwood at its special meeting scheduled for Tuesday, February 13, 2018 at 7:00 p.m. at City Hall, 3300 Wishart Road.
Persons who consider they are affected by Bylaw No. 1717 will be provided with an opportunity to make representations to Council at the meeting, or by delivering a written submission to the Chief Administrative Officer by 4:00 p.m. on Friday, February 9, 2018.

Public Hearing Jan 29, 2018 re: Seafield Road
A Public Hearing is scheduled for Monday, January 29, 2018 to provide an opportunity for public feedback regarding a Land Use Bylaw amendment to close a portion of Seafield Road and consolidate it with the Seafield development property.
This will allow the road to be shifted to the centre of the property to make space for homes and driveways on both sides of Seafield Road. This aspect of the plan was included in the information presented at the public hearing when the property was being rezoned in June 2014. A Public Hearing is a vital part of Council’s review when applications are made to change the City’s Official Community Plan or Land Use Bylaw. It provides the public with a way to present their views to Council on items contained in the public hearing agenda. It is not a question and answer period. The Public Hearing is Council’s opportunity to listen to members of the public to hear their views or receive their written submissions on items contained in the public hearing agenda. Council is not able to discuss and debate the topic at the public hearing.

Notice of Parcel Tax Roll Review Panel Hearings for Central Sewer Local Area Service
The Parcel Tax Roll Review Panel meets to review Colwood properties being assessed for the City's parcel tax for the first time. In 2016, the City undertook a legally required extension of the Central Sewer line along a designated area between Hatley Park Mall on Sooke Road and a section of Metchosin Road (see www.colwood.ca/CentralSewer to learn more.) A parcel tax will be levied to those properties for the first time in 2018.
Notice is hereby given that the Parcel Tax Roll Review Panel will meet at 5:00 pm in the Council Chambers at Colwood City Hall, located at 3300 Wishart Road in Colwood, BC to review the parcel tax rolls for the following sewer local area services, on the following dates:
The Colwood Central Sewer Local Area Service – Thursday, February 1, 2018
Pursuant to the Community Charter, in order for a complaint regarding the parcel tax roll to be considered by the panel, it must be in writing and all submissions must be received by the City of Colwood, 3300 Wishart Road, Colwood, BC V9C 1R1 no later than 4:30 p.m. Monday, January 22, 2018.

Pursuant to the Community Charter, a person may make a complaint to the parcel tax review panel with respect to a parcel tax roll on one or more of the following grounds only:
- There is an error or omission respecting a name or address on the parcel tax roll;
- There is an error or omission respecting the inclusion of a parcel;
- There is an error or omission respecting the taxable area of a parcel; or
- An exemption has been improperly allowed or disallowed.
Pursuant to the Assessment Act, any notice of complaint must:
- clearly identify the property in respect of which the complaint is made,
- include the full name of the complainant and a telephone number at which the complainant may be contacted during regular business hours,
- indicate whether or not the complainant is the owner of the property to which the complaint relates,
- if the complainant has an agent to act on the complainant’s behalf in respect of the complaint, include the full name of the agent and a telephone number at which the agent may be contacted during regular business hours,
- include an address for delivery of any notices in respect of the complaint,
- state the grounds on which the complaint is based under the grounds noted below:
a. there is an error or omission respecting the name of a person in the assessment roll;
b. there is an error or omission respecting land or improvements, or both land and improvements, in the assessment roll;
c. land or improvements, or both land an improvements, are not assess at actual value;
d. land or improvements, or both land and improvements, have been improperly classified; and
e. an exemption has been improperly allowed or disallowed
- include any other prescribed information.
