COMMUNITY
Rob believes that access to Recreation, Libraries and the Arts are the pillars of great communities. Rob will continue to focus his energy on supporting Westshore Parks and Recreation, the Juan De Fuca Performing Arts Centre and the Greater Victoria Public Library that foster healthy living and social connection for citizens of all ages.

ECONOMY
Rob’s plan for a thriving Colwood includes opportunities for employment and education for Colwood citizens and thoughtfully-planned commercial zones that alleviate tax pressure on residents. Rob will strive for affordable housing to support young families and our senior citizens. 

ENVIRONMENTAL ASSETS
Colwood has picturesque forests, inviting waterfronts, peaceful parks and stunning views. Rob’s plan is to negotiate with developers for prime park land, make our natural areas accessible for all ages, and promote Colwood as a destination.

TRANSPORTATION
Colwood needs to work with other municipalities to clear the congested transportation corridors that lead to and from our municipality. Rob seeks creative solutions like reversing the flow of traffic by creating job and education opportunities in Colwood. Other options would include the use of our waterways and overland transport, including light rail and re-thinking transit and HOV lanes. Rob would lobby strongly with the Province of British Columbia for funding.

As well, many people within the community make a difference through their efforts as Volunteers. Those who volunteer for our community will be supported strongly by Rob. “There are so many volunteers who make a difference for our community, from our Volunteer Fire Department to those who sit on committees. Those who invest their time and energy have earned my respect and support”.

Rob has lived in Colwood for the past 21 years with his wife Sheila, son William and daughter Ellie. While being a parent of students who progressed through Sangster Elementary, Dunsmuir Middle School and Belmont Senior Secondary, Rob developed an understanding of the community of Colwood, and the ways that he could involve himself in this growing city.

Councillor Day is pleased to be continuing the work she began in 2002 when first elected to represent the people of Colwood. She continues to advocate for high quality parks, preservation and promotion of our natural and cultural heritage and creating an affordable and liveable community. She is a knowledgeable and passionate advocate for creating an inclusive, accessible and connected community.

Working closely with staff at West Shore Parks and Recreation and members of the Inter-municipal Advisory Committee on Disability Issues, Cynthia ensured grants were received by all Five West Shore Municipalities to increase accessibility throughout our region and participated in the creation and publishing of a guide to accessible trails.  The  User Friendly Trail Guide was a follow up to the highly successful Walk the West Shore Guide featuring new amenities such as the Accessible Art Space at Esquimalt Lagoon and grew out of the shared vision as teams from all municipalities participated in the Disability for a Day Event held at West Shore Parks and Recreation.  Partnership with CRD Parks made a larger and more comprehensive guide possible. The online guide will be updated as new amenities become accessible. Free paper copies are available at West Shore Parks and Recreation or Colwood City Hall. This guide was created through available provincial grants and did not require Colwood Tax dollars! Check out the elevation profiles that help users identify how steep the trails might be and how far it is to a rest stop, view point or amenity. Great for seniors, young families and anyone looking to find great opportunities to get out into the natural environment easily.

Councillor Day actively supports Council’s work plan which includes increasing opportunities for commercial businesses to come to Colwood and creating a transportation plan for the future. Councillor Day is proud to support the Artistic Economy which over the past five years has brought $385,000 in Fine Art and Crafts sales, $190,000 in Arts and Crafts Education and $275,000 worth of support projects to the local Colwood Economy. She supports the continued expansion of this valued economic driver.

Councillor Day is proud to have promised and delivered online video of meetings to enable more people to participate. She supports ongoing improvement through upgrades to our website and ongoing consultation with residents to ensure that everyone`s voice is heard and valued.

As Chair of the Victoria Family Court and Youth Justice Committee, which represents all thirteen municipalities and all three school districts in the Capital Regional District, She advocates for those services that make our community more affordable both locally and provincially.  She advocates for services close to home, including Restorative Justice and mental health services, especially for youth. Through this committee and with a very small budget she brings the Children of the Street Society interactive theatre productions to our schools annually to educate youth about potential threats and risks in today's society.

Affordable Housing and Seniors Care

For a community to thrive, it requires affordable housing for all. Beyond just housing for young  families, Colwood and the Westshore needs expanded seniors care so they too can remain in  their community.  

My family moved to our beautiful neighbourhood in Colwood in 2006. Colwood had much to offer as the  community we chose to raise our two young boys. Our natural environment, parks, streams, beaches and trails, offers much for young families making Colwood a great place to live. 

After service in the Armed Forces and as a Corrections Officer, I moved to Greater Victoria 23 years ago to begin a successful career in law enforcement. My family moved to our beautiful neighbourhood in Colwood in 2006. Colwood had much to offer as the  community we chose to raise our two young boys. Our natural environment, parks, streams, beaches and trails, offers much for young families making Colwood a great place to live. 

After service in the Armed Forces and as a Corrections Officer, I moved to Greater Victoria 23 years ago to begin a successful career in law enforcement. With more than 20 years service as a police officer, I am passionate about community safety and am honoured to have the opportunity to serve the public. As a former Media Relations Officer, I developed a greater understanding that citizen engagement and community involvement are integral parts of policing and necessary for a vibrant community. In 2009, the Mayor appointed me to the Colwood Protective Services Committee as a citizen representative. During my time on this committee, I worked closely with the Colwood Fire Department, Westshore RCMP, and Colwood Bylaws Enforcement to deliver and improve safety in our community. 

As a member of your council, I have the skills and experience to benefit our community. In addition, I have volunteered on various committees, offering advice and input to council on many issues. We are experiencing unprecedented growth and I want to be a part of helping to shape Colwood for the future. 

Volunteer Experience: 

Community involvement and volunteerism are values that are important to me. As I mentioned previously, I was appointed to the Protective Services Committee through to December 2017, when the committee structure was changed. I was also appointed as a citizen volunteer member to other Colwood committees, including: 

     · Sewers committee

     · Safe Routes to Schools committee

I was also served seven years as a board member for the Juan de Fuca Soccer Club, holding several different positions. As a board member, I learned the value of a healthy community sports network and the importance of places for youth and children to play, whether it be sports fields, parks or green spaces.

Michael has four decades of experience working for municipalities in British Columbia and the UK. He worked as Colwood’s Director of Engineering for ten years prior to retirement, and currently works part-time as a consultant.

He began working in the West Shore in the early 1990s as Langford’s Director of Engineering and Approving Officer. His work there included infrastructure upgrades on Goldstream Avenue that changed it from a minor provincial highway with patches of development, to an interesting tree-lined urban space with cycle lanes, meandering sidewalks and substantial...

He began working in the West Shore in the early 1990s as Langford’s Director of Engineering and Approving Officer. His work there included infrastructure upgrades on Goldstream Avenue that changed it from a minor provincial highway with patches of development, to an interesting tree-lined urban space with cycle lanes, meandering sidewalks and substantial second-storey vegetation that proved attractive to small-scale commercial development with residential above. This successful town centre continues today to attract more residents and small businesses despite the much larger scale commercial to the north and south of the centre.

Michael’s worked for the City of Colwood from 2006 to 2016. He began the transformation of Colwood streetscapes from a rural to a more urban standard including buffered bike lanes, wide sidewalks and layered vegetation with food gardens where practical. This effort concentrated on the commercial core (including the opening of Wale Road), safe routes to school and new developments. He directed the development of the City’s Transportation Master Plan, which focused on ways to support walking, cycling and transit while still providing flow for cars.

Knowledgeable

Michael understands Colwood’s incredible assets, and its challenges.
He was responsible for management of the Colwood waterfront and spent much of his own time studying the impacts of climate change and the effects of erosion on our foreshore. Since retirement, he has taken Green Shores training, an approach to protecting waterfront assets without hardening the shoreline.

In its early years, Colwood struggled with legal and financial challenges surrounding the construction of sewers. Michael led the introduction of a new method of assessing sewer taxes which eliminated unfair levels of taxation to homeowners and significantly reduced sewer taxes for the majority of homeowners. It also greatly reduced legal challenges and put the City in a position to complete sewer projects and connect many residents to existing sewer lines.

Since retirement, Michael Baxter has participated in the Royal Roads Group, formed to engage supportively with the Songhees and Esquimalt Nations ,and has worked actively with the many other residents on the committee to draft the new Official Community Plan.

Forward-Thinking

Challenges such as transportation, affordable housing and adaptation to climate change will not be solved overnight. Michael knows how to work with others and with the statutes and regulations governing municipalities to make change happen.

He was the staff lead and project manager for the Solar Colwood program, which brought a $3.9 million grant to the city that provided incentives and support for people to undertake energy retrofits to their homes and install solar energy. This program earned the city several awards and a reputation as a progressive community.

About Michael

Michael Baxter has lived in the Westshore for 15 years and for the last seven years in Colwood — where he plans to stay.

He cares about the future of this planet, its people and the rest of the current biota. He has driven an electric car for the past six years, lives in an energy-efficient home powered in part by solar energy and prefers to travel by train for long journeys. Michael tries to make ethical and responsible purchasing decisions and to purchase goods and services in Colwood whenever possible.

When not busy with work, he enjoys spending time with his four children and eight grandchildren, hiking, cycling and growing his own food. He is married to former Colwood councillor Judith Cullington.

My wife and I moved to Victoria in 1987 with two kids and selected Colwood as the place we wanted to live and raise our family. I had purchased an interest in a consulting engineering firm and established an office in Colwood. 

Over the years our family grew to four, we eventually moved to Metchosin before returning to Colwood several years ago and we have enjoyed and participated in the local minor sport and school systems.

In my business career I was able to grow the firm, eventually becoming an owner of the Victoria office, first individually and later with some excellent...

My wife and I moved to Victoria in 1987 with two kids and selected Colwood as the place we wanted to live and raise our family. I had purchased an interest in a consulting engineering firm and established an office in Colwood. 

Over the years our family grew to four, we eventually moved to Metchosin before returning to Colwood several years ago and we have enjoyed and participated in the local minor sport and school systems.

In my business career I was able to grow the firm, eventually becoming an owner of the Victoria office, first individually and later with some excellent partners. The firm specialized in municipal engineering projects and we were active in many phases of the local sewer system, Royal Bay, Royal Roads University, Juan de Fuca (and later Westshore) Parks and Recreation and numerous other local projects.

A few years ago I was able to retire and now have the time and energy to put into the community that we call home.  I believe that my business background and previous engineering knowledge will give me a valuable and different perspective at the council table.
