The City of Colwood invites registered non-profit organizations to submit expressions of interest to lease the City owned facility located at 170 Goldfinch Road to operate the building as a museum, welcome center, community resources building, or other amenity that enhances quality of life for Colwood residents by promoting wellness, inclusiveness, and social connection.

Current Facility

The size of the building is 258 m2, and includes two (2) enclosed offices, a kitchenette, a single toilet washroom, a reception area and large open plan space representing approximately 70% of the floor plan. Currently the public capacity of the facility is limited to 10 persons or less due to the existing washroom configuration. The facility is equipped with fire suppression and alarm systems.

Submission of Expression of Interest

Proposals using the form at the bottom of this page are to be submitted by email to the attention of the Corporate Officer, Marcy Lalande at corporateservices@colwood.ca

The applicant is responsible for ensuring that the City of Colwood receives a complete proposal, including all attachments or enclosures when submitting a response to this Expression of Interest (EOI).  

No Lobbying

Applicants are discouraged from attempting to influence the outcome of the EOI process by engaging in lobbying activities.

Expressions of interest will be reviewed by Colwood Council to assess the proposal's community value and public benefit and determine next steps for the building. 

The successful applicant will be required to have a minimum of two million dollars in Commercial General Liability Insurance prior to occupying the building.

Background Information 

Conditions

  • The submissions are for information only.  A submission does not entitle or obligate the submitter to take a lease of the property.  The Expression of Interest is non-binding;
  • The City reserves the right to negotiate with any party whether they have submitted an Expression of Interest of not;
  • The submitter can withdraw the submission at any time on giving notice to the above City contact;
  • The City may withdraw the Expression of Interest at any time;
  • The submitter should provide all information asked for by the Expression of Interest.  If the submitter fails to do this, the City may decline to consider the submission;
  • The submitter must provide requests for further information from the City at its own cost.  If the submitter fails to respond in a reasonable time the City may decline to consider the submission further.
  • If the submitter fails to lodge the submission as described above by the closing date, the City may decline to consider the submission;
  • The City will not meet or contribute to any costs associated with a submission.  The submitter must meet all costs;
  • The submitter and their representative must not, without written permission of the City, make public any statement in relation to any Expression of Interest document; and
  • The City will not enter into any correspondence or discussion with any submitter relating to decision made by the City on leasing of the space.
