The City of Colwood submitted its Provincial Housing Target Progress Report for Reporting Period 2 to the Housing Targets Branch on October 8, 2026 per the Council Resolution on September 28, 2026.
At that same meeting, Council directed staff to send a letter to the Minister of Housing and Municipal Affairs to address the need for essential infrastructure and growth related funding mechanisms. The letter notes that while Colwood has achieved, and is on track to meet, Provincial Housing Targets, the City cannot support unfunded or uncoordinated growth going forward.
In the letter to the Minister, the City requested that the Province:
- Establish a Growth Infrastructure Funding Framework that provides stable, long-term funding for essential infrastructure (roads, sanitary sewer, water, drainage, transit, schools, and other services) in areas experiencing growth;
- Adopt or enhance growth-related funding tools and cost-sharing mechanisms (e.g., Development Cost Charges updates, provincial grants, regional funding arrangements) to ensure growth pays for growth, so that infrastructure is not shouldered by existing residents or delayed;
- Coordinate with regional partners to align infrastructure capacity with approved development and any future rezoning, ensuring that service levels and capital plans can keep pace with growth;
- Consider a phased or staged approach to approvals if infrastructure funding or commitments cannot be secured, and provide clear signals on how targets may be adjusted if capacity constraints persist; and
- Ask the province to provide an update on affordable housing in Colwood specifically funding the (1 Jerome), 85 Belmont project.
