This plan provides a high-level overview of the four strategic pillars and related priorities where Colwood Council wants to track measurable progress in 2025, 2026, and 2027. Each pillar is accompanied by measurable priorities and clear indicators for success. A separate Operational Plan documents and tracks specific project details, timelines, budgets and responsibilities.

How are priorities determined?
The priorities and indicators align with the directions in the Official Community Plan and are reaffirmed through public input including the Ideas Fair, Citizen Survey, Life in Colwood Survey, Let's Talk Colwood project pages, and many other project-specific engagement opportunities throughout the year.
How are priorities actioned?
Each fall through budget deliberations Council reviews priorities to be included in the five year Financial Plan and implemented by the City. Priorities are actioned through City service plans, capital projects, and special initiatives which you can review in the Projects & Initiatives Tracker. Council reviews operational plans and financial updates on a regular basis.
