Colwood exceeding Provincial housing targets

New home construction in the City of Colwood has exceeded the Province of British Columbia’s Year 1 housing targets by continuing to implement the policies outlined in the City's community-led Official Community Plan

Colwood was assigned a Provincial target of 178 net new housing units to be completed during Year 1 of the five-year housing period (August 1, 2024 – July 31, 2025). The City delivered 397 net new units during this time—exceeding the Year 1 target by 219 units and surpassing the Year 2 target of 359 units by 38 units.

“This result speaks to Colwood’s continued commitment to enabling thoughtful growth to meet the housing needs of our community, as outlined in our Official Community Plan,"  said Mayor Doug Kobayashi. “We're proud that our strategic approach to community building makes the housing targets a simple reporting task... we can focus our energy on the infrastructure needed to support growth.”

The five-year target set by the Province for Colwood is 940 net new units. With 397 units completed, the City has already achieved 42% of that five-year goal in just one year.

In addition to completed units, the City currently has 1,214 additional units in the development process through adopted rezonings, approved development permits, and issued building permits. While not all of these units may be completed within the five-year timeframe, they underscore the City’s proactive efforts to ensure long-term housing supply in Colwood.

Proactive approach to growth

Colwood has also taken a series of strategic actions over the past year to improve housing delivery, including streamlining development processes, enhancing data collection for improved housing analysis, and others. 

At the same time, the City continues to implement transportation improvements to support growth, such as new sidewalks on routes to school, the roundabout at Latoria Road and Veterans Memorial Parkway, intersection improvements on Wale Road at Wilfert, and the Galloping Goose pedestrian and cycling bridge. More transportation improvements are to come as the City engages residents in a Transportation Master Plan update that will guide new infrastructure improvements for the next 10 years. 

These efforts align with Colwood’s 2025–2027 Strategic Plan goal to Provide Excellence in Governance and Services through transparent and accountable housing reporting.

The Housing Targets Progress Report Form for the reporting period ending July 31, 2025, will be submitted to the Ministry of Housing and Municipal Affairs and made publicly available on the City of Colwood website following Council approval.
