In November 2025, Colwood Council adopted a new Code of Conduct which represents a deliberate commitment by this Council to increase individual and collective accountability to the public.
The Code of Conduct sets standards of behaviour for Council members and outlines a fair process for reviewing alleged breaches. It supports transparent and accountable municipal governance.
On September 10 and 18, 2026, Colwood Council met in closed meetings to consider the findings of an independent investigation into the conduct of a Council member.
The City received a report concerning Councillor Kim Jordison’s communications with a developer about an active development proposal before Council. The City’s Code of Conduct requires Council members to identify and disclose real, perceived or potential conflicts of interest and to follow the procedures set out in the Community Charter.
Consistent with the Code of Conduct complaint process, an initial attempt was made to resolve the matter with the Councillor. When the matter was not resolved, a formal complaint was referred to an independent Fairness Advisor for investigation.
The investigation found that Councillor Jordison had an interest in purchasing a home or property in the proposed development and communicated with the developer while the proposal was before Council.
The Fairness Advisor concluded that these communications created a perceived conflict of interest and that she did not address that perception by recusing herself from Council’s consideration of the proposal.
The cost to engage the Fairness Advisor, conduct the investigation, prepare the report, and obtain legal advice to date is $124,233 to be paid from the City’s legal budget.
Council has determined through a unanimous decision that the finding requires a formal response. To protect the public interest moving forward, Council will be implementing the following measures:
- A formal written reprimand or censure of Councillor Jordison will be recorded in open Council minutes and included in the public record; and
- Council will consider restrictions on Councillor Jordison’s participation in discussions or votes directly related to the breach for a defined period, if appropriate and permitted under the Community Charter. Any restriction would be established by a subsequent Council resolution; and
- Councillor Jordison will be removed from Council committee appointments, both internal and external, and from Acting Mayor duties for 24 months.
Further, given that this matter has attracted public attention, Council determined that information about the investigation, its findings and the resulting restrictions should be made public, subject to applicable privacy and legal requirements. Province-wide requirements for this type of public reporting are scheduled to take effect on October 17, 2026.
This is not the first investigation into a breach of conduct by Councillor Jordison. The earlier decision and investigation report were not released publicly at the time, however the complainant in that matter has requested that the information be released.
In light of the two investigations, Council has determined that the public should be fully informed and will be releasing the findings of both investigations.
