Speed limit changes in the Royal Bay neighbourhood

If you are driving through the Royal Bay neighbourhood in Colwood, please be aware that there have been reductions to speed limits. The changes are intended to support road safety in Colwood's highest density neighbourhood where there is high pedestrian traffic and frequent crossings of Latoria Boulevard, a busy arterial road. 

40km on Latoria Boulevard and 30km on Royal Bay residential streets

At their meeting on July 8, 2024, Colwood Council resolved to reduce speed limits to 40 km per hour on Latoria Boulevard between Metchosin Road and Quarry Street and to 30 km per hour on residential streets throughout the Royal Bay neighbourhood.

Council also directed staff to review the high-volume intersection of Ryder Hesjdal Way and Latoria Boulevard to explore options for enhancing the crosswalk with a Leading Pedestrian Interval signal or pedestrian scramble design befitting it’s place as a multi-directional pivot point at the heart of the neighbourhood.

Once implemented, these changes will provide a model that can be evaluated to provide options for a City-wide approach to increasing pedestrian safety throughout Colwood.

Planning and implementing transportation improvements throughout the City

As our community grows, there is ongoing monitoring, data collection, and evaluation of the City's transportation network. At any given time, staff are overseeing the planning, scoping, design, construction, and evaluation of a number of transportation projects. A few examples underway now include sidewalks to support safe routes to schools on Hagel Road, Lagoon Road and Kelly Road; intersection upgrades are underway on Wale Road at Wilfert Road; preliminary work to advance the Waterfont Walkway is in progress; the Galloping Goose Bridge project is advancing; and upgrades to the intersection of Cairndale Road and Veterans Memorial Parkway are being planned for design. 

All this work is guided by the City's Transportation Master Plan which was adopted in 2015. Clearly a lot has changed since 2015, so the City is updating the Transportation Master Plan.
