June 8, 2020 Council Meeting Highlights

  • Presentation by the CRD Manager of Wastewater Engineering + Planning regarding projected costs for the new regional wastewater treatment plant at McLoughlin Point in Esquimalt. View the presentation
     
  • Wastewater capacity update: Council received the Engineering department’s capacity update for the CRD Core Area Liquid Waste Management Plan. Read the report
     
  • Latoria and VMP Roundabout design approved: Council received proposed design standards for the construction of a roundabout. An independent estimator will provide an estimate for the works. The City’s DCC Road Reserve Program will be used to fund works that exceed what is required by the development agreement. View the presentation and Read the report
     
  • Road design standards for Allandale District approved: Council approved designs for the section of Veterans Memorial Parkway, Allandale Road and Wildcat Trail road upgrades, sidewalks, cycling, boulevards, landscaping and drainage, plus servicing for wastewater, electrical, hydro, telecom and gas.   • 6:30 pm start time approved for Council and Committee of the Whole: Read the report and draft bylaw
     

June 22, 2020 Council Meeting Highlights

  • Meaford Avenue at Veterans Memorial Parkway Zoning amendments: Staff will prepare amendments updating the land use designation to Mixed Use Employment and zoning to Comprehensive Development to allow for up to 12-storeys on this site with associated density bonuses and pre-conditions related to stormwater, sewer service and fire safety.   • Variance for 468 Goldstream: amend building height, siting and allowance for parking ramps. (This property includes the historic Colwood Dairy & Cheese Building). Read the report
     
  • Road design and lighting standards for Royal Bay Latoria South approved: and the posted speed limit on local roads in Royal Bay Latoria South will be 40km/hr. View the presentation | Read the Report
     
  • Royal Bay Latoria South Parks Terms of Reference approved: including a new Quarry Park with both active and passive recreation areas, a neighbourhood park, an urban gateway park and plazas, as well as expansions to Latoria Creek Park and new trail connections throughout. Read the report
     
  • Contract award for Latoria Creek Stair Construction: IslandPro Renovations will undertake the stair upgrades with completion expected this fall. Read the report
     
  • Performing Arts Centre concept: Staff will assist in drafting an MOU to guide further discussion about concept of a mixed use development that includes an arts centre proposed by the Juan de Fuca Performing Arts Society for the park & ride property on Ocean Boulevard.   • Council resolved to maintain the 400m partial closure of Ocean Boulevard until September and to move forward with design concepts for waterfront public realm improvements. Read the report
