May 11, 2020 Council Meeting Highlights

  • Presentation: Draft Financial Audit Findings
     
  • 2019 Financial Statements: Council approved the 2019 Consolidated Financial Statements and authorized the Chief Administrative Officer, Chief Financial Officer and Manager of Finance to sign the 2019 Consolidated Financial Statements. They also received the 2019 Annual Development Cost Charges Report.
     
  • 124 Leila Place: Council deferred the requested Development Variance Permit for relaxed setbacks pending engagement with the proponent and the neighbours. Staff will return to Council with an update on the community engagement. Read more
     
  • Royal Beach and Royal Bay Latoria South:
    •  Create a sub-area plan for Latoria South that provides for the following densities:
      • Commons: 750 - 1200 units in buildings 3-12 storeys high; and between 15,000 m2 – 20,000 m2 of non-residential uses
      • Quarry: 100 – 200 units with a maximum height of 4 storeys; 1,000 – 1,300 ground-oriented units including detached dwellings; 10,000 m2 -15,000 m2 of non-residential uses;
      • Overall site: a maximum of 2100 dwelling units.
    • Prepare a Development Agreement that includes regular plans and studies related to parking, traffic, transit, road works, parks, stormwater, sewer, fire and life safety, buildings, electric vehicle charging stations, wind considerations
    • Staff will provide a report regarding residential and non-residential parking standards; funding allocation for a Latoria South Fire Hall; road standards; and parks terms of reference.

  • Future consideration of a Royal Bay Firehall: Future consideration of a Royal Bay Firehall: Council directed that the zoning bylaw amendments for Latoria South and Royal Beach include an amenity contribution towards a South Colwood Fire Hall Fund to be triggered at 30% build out of the land in Royal Bay, Latoria Corridor and Olympic View.  Read the report

  • 85 Belmont Road Rezoning to redevelop existing supportive housing: : Council amended the floor area ratio for the project to 2.5 and will consider a grant from the Affordable Housing Reserve Fund to Greater Victoria Housing Society for the project. Staff will return with a report that outlines all applicable fees, charges and taxes. The development agreement will include conditions related to fire and life safety; frontage improvements, tree management, sewer and stormwater management, green building considerations; agreement to remain as rental accommodation; and contributions of $1500 per unit to the community amenity fund. The $500 per unit contribution to the affordable housing fund may be waived. Also, staff will return with a draft Affordable Housing Policy once the City's Housing Needs Assessment is complete. Read the report
     
  • Wale Road (former 7-11 site) rezoning for cannabis retail: Council directed staff to prepare a bylaw to amend the zoning of unit 202 at 310 Wale Road to permit the sale of retain cannabis. Read the report
  • Colwood Corners License of Occupation: Council approved this license of occupation to allow for a backflow preventer and manhole within the City boulevard at Building 1, 9 and 10 and a storm drain and manhole at Belmont Road to serve future phases of development. Read the report

  • Urban Forest Bylaw Amendments: Council approved amendments to require refundable security deposits to ensure that trees are replaced, and enable the City to take the security as cash in lieu of replacement to plant trees elsewhere on City owned lands if applicants fail to plant replacement trees.
     
  • Business License Bylaw Update: Council gave first, second and third readings to the amended Business License Bylaw, Inter-Community Business Licence Bylaw and Development Fees and Charges Bylaw.
     
  • Olympic View road design standards: Council accepted proposed road design standards including furniture, lighting and boulevard landscaping and directed staff to draft an amendment to Colwood's speed regulation bylaw reducing the design speed for roads within the Olympic View development. View the presentation slides
     
  • Capital Project Update - Council received the update. Read the report
     
  • Appointments to committees: Council approved Councillor Kobayashi as Chair of the Economic Prosperity Committee (Vice Chair Councillor Logan); Councillor Jantzen as Chair of the Transportation Committee (Vice Chair Councillor Baxter); and Councillor Parkinson as Chair of the Finance and Governance Committee (Vice Chair Councillor Day). Read the report
     
  • Economic Recovery Planning: Council received minutes from Business Recovery Roundtable meetings along with results of the business survey; and directed staff to return with a draft COVID-19 Recovery Plan including tactics that can be implemented within 30 days. Read the report
     
  • Meeting start times change to 6:30 pm: Council directed staff to change the start time for both Council and Committee of the Whole Meetings
