There are three phases in the Colwood Official Community Plan (OCP) project, which is now in the third phase. (Check out the full list of engagement activities to date at the bottom of this page.)

Phase 1. Outline Priorities and Bold Ideas for Colwood

This was an important phase because it is critical that Colwood has a clearly defined identity that Council, citizens, and stakeholders will work to achieve through the OCP. What kind of community do residents want Colwood to be? The City worked to inform and involve residents and stakeholders through nearly thirty engagement events and activities during this phase. It was powerful for participants to have the opportunity to learn about the planning process, express their views, and be involved in creating a shared vision for Colwood. Many common and recurring themes emerged from the input gathered and were incorporated into the draft.

Phase 2. Develop the Plan Together

The second phase, which began in June 2017, was to involve residents and stakeholders in developing the plan along with staff, consultants, and other professionals. There were more than ten OCP public participation events and initiatives between June and November 2017 which resulted in the compilation of the first draft. Participants engaged in passionate discussions about the draft goals and policy directions, including delving into the trade offs and potential impacts, and envisioning how these directions would play out in Colwood. This included exploring the consequences of encouraging development in town centre areas and along transit routes while requiring extra care when developing in environmentally sensitive areas (only about 4-6% of Colwood is considered environmentally sensitive in the draft plan).

Phase 3. Review and Finalize the Plan (we are here!)

The project is in its third phase which began in November 2017 with the release of the draft plan. Every home and business in Colwood received notification through newsletters mailed directly to all addresses in October 2017 and again in March 2018 alerting them that the draft was available and encouraging their continued involvement and input. The draft was also promoted through newspaper ads, articles and through web and social media channels and presented for discussion at public events, meetings, and directly to a large number of stakeholders for detailed comment. What are the next steps for the plan and how can you stay involved?

Input into the draft plan is ongoing and residents and stakeholders are encouraged to continue to ask questions and provide input anytime to planning@colwood.ca. In addition, the plan must comply with the legislatively required public process of formal referrals for Council to consider, followed by a public hearing to provide the public with yet another opportunity to present their views to Council.

Next up is an update of the Colwood Land Use Bylaw, which is where the policy and guidelines outlined in an Official Community are implemented. Central to the project will be another round of extensive public participation.
