If you are proposing a change to the use of any land or building, planning tree removal or similar land-altering activities, or are doing any construction or engineering, get in touch with the Development Services Department to see if you require a development permit.
There are two main categories of development permits that have been identified as being special and deserving of extra consideration; Form and Character, and Environmental Protection. These areas can be identified within the City’s Official Community Plan, on the Land Use Designations Map (Form and Character) and Environmental Map (Environmental Protection).
In areas designated as development permit areas, a permit is required before any subdividing or construction may begin. Also, in Environmental Protection areas the land may not be altered before a permit is issued.
Step 1:
To begin the development process, visit or call the City's Development Services Department at 250-294-8153.
Staff will research the property, explain related policies and plans and let you know if there are issues you should consider. You will also want to review the City’s Land Use Bylaw and Official Community Plan to see how your project fits within those guidelines. A call to the Engineering Department can help you determine what municipal services are available on the property.
Step 2:
Contact nearby property owners to advise them of the proposal and post the notification sign provided by the Development Services Department. This helps to identify and resolve concerns at the outset. Development Services staff can advise how much public consultation your proposal requires.
Step 3:
Submit your Development Application, including required fees as well as development plans and site maps described in the application. Upon receipt of your application, the Director of Development Services may ask for additional information such as density calculations, parking plans, and tree preservation plans.
Application
A complete application includes at least the following:
• A completed, signed application form that legibly indicates the owner and applicant
• Four full size sets and one legible 28cmx43cm (11”x17”) set of dimensioned site plans
• An up-to-date State of Title Certificate
• The required application fee
The Development Services Department will guide your application through a review before a final decision is made. This process typically takes 6-24 weeks, but can take longer if your application is complicated or if insufficient information is provided.
Final Decision
Council has delegated the authority to approve or deny Development Permits to the Director of Development Services. In the event that a development permit is denied, you have the option to request that Council reconsider the decision made by the Director of Development Services. Council may approve the application, amend the Director of Development Services' decision, or deny the application.
